The Manitoba Chambers of Commerce (MCC) welcomes the release of the provincial government’s new Economic Development Strategy. We share Premier Kinew’s bold goal of building a more productive, resilient economy that supports higher wages, retains young Manitobans, and positions our province as a place of opportunity.
“We look forward to working with the Manitoba government and stakeholders in actioning an economic development strategy that places business at its core, providing the support companies need to address critical challenges like workforce, trade, and competitiveness to increase productivity,” said Chuck Davidson, President and CEO, Manitoba Chambers of Commerce. “By aligning business priorities and advantages with long-term economic goals, Manitoba will be better positioned to attract investment, grow businesses, and allow young people to build their futures here.”
While this strategy lays out an important vision, success will depend on the concrete measures that follow. MCC looks forward to working with government and partners to ensure next steps drive productivity, enhance competitiveness, and build business confidence, the foundations of sustained prosperity.
Priorities for Growth
We are pleased to see many elements in the strategy that MCC has long advocated for, and we are supportive of the government’s focus in these areas. Through our ongoing policy work, we have consistently called for a sharper focus on productivity, competitiveness, and the confidence-building measures businesses need to succeed.
Workforce and Talent Development
We welcome the creation of a post-secondary–industry roundtable and stronger apprenticeship pathways, which reflect MCC’s long-standing call for closer alignment between labour market needs and post-secondary education. These initiatives, along with expanded investments in lifelong learning and upskilling, will help ensure Manitoba employers have access to the skilled workforce they need, while giving graduates clearer pathways into rewarding careers here at home.
Trade and Market Access
We welcome the Premier’s emphasis on expanding Manitoba’s global trade reach, including through the Port of Churchill, and the doubling of the Export Support Program to help firms enter new markets. We are also encouraged to see recognition of interprovincial trade barriers through the Fair Trade in Canada Act. Removing these barriers has long been a priority for the Chambers of Commerce network, and further progress will be important. Manitoba has an opportunity to show leadership by working with other provinces to make the Canadian marketplace more competitive and accessible. MCC looks forward to contributing to this work to ensure Manitoba businesses can fully benefit from a stronger, more open domestic market.
Port of Churchill as a Gateway
The Port of Churchill is a strategic asset with the potential to strengthen Manitoba’s position in global markets. Extending the shipping season, investing in supporting infrastructure, and attracting private capital will be important steps in realizing this potential. At the same time, a diversified approach to export development that builds relationships across multiple markets and sectors will help ensure Manitoba businesses can take full advantage of new global opportunities.
Building Business Confidence and Good Governance
We are encouraged by the strategy’s focus on reducing red tape and making government more efficient. Commitments such as continuous business engagement, a “one point of contact” approach for businesses, and streamlined permitting align with MCC’s calls for predictability, regulatory coordination, and governance that works at the speed of business. Sustained prosperity requires not just vision, but stable policy and transparent consultation that give businesses the confidence to invest and grow in Manitoba.
Capital Formation and Investment Attraction
We welcome reforms that directly improve Manitoba’s business climate. Changes to the Manufacturing Investment Tax Credit will reduce costs and simplify administration for manufacturers. Enhancements to the Small Business Venture Capital Tax Credit, including higher limits and more flexible investment structures, will stimulate entrepreneurship and unlock new capital. The government has also announced a new $50 million productivity-focused financing program, and we look forward to learning more about how it will be structured and administered. Together, these measures can help strengthen Manitoba’s competitiveness and support business growth.
Energy as the Foundation for Growth
Energy is a critical part of Manitoba’s economic future. As technology continues to shape global markets, reliable and affordable power will be essential to support growth and competitiveness. MCC welcomes the government’s recognition of this priority and supports the development of a comprehensive, long-term energy strategy that gives businesses the confidence to plan, invest and innovate here in Manitoba.
