FOR IMMEDIATE RELEASE – March 20, 2025: The Manitoba Chambers of Commerce is pleased that Budget 2025 acknowledges the challenges facing the business community amid growing uncertainty and concerns over a potential trade war with the United States. However, we remain concerned about a lack of concrete measures to provide businesses with the support they need moving forward.
“We are pleased to see the government’s commitment to a reduction in the payroll tax and its focus on eliminating interprovincial trade barriers,” said Chuck Davidson, President and CEO. “However, Budget 2025 feels cautious, lacking specific details on tariff relief, when businesses – who thrive on certainty – were looking for reassurance, bold action and measurable investments to support their economic future.”
The Chamber is encouraged by the commitments in Budget 2025 that align with its longstanding advocacy priorities, including:
- $4.5 million investment in Travel Manitoba to promote the province on a global scale
- Multi-million dollar commitment to tariff relief, including targeted supports and loan programs
- $10 million Business Security Rebate to help businesses prevent theft and enhance security
- Infrastructure investments in transportation, including enhancements to the Port of Churchill and CentrePort
- Buy Canada policy to strengthen domestic procurement and supply chains
“The time is now to strengthen domestic trade and elevate Canada’s global competitiveness. Interprovincial trade barriers hinder the seamless flow of goods, services, and labour across provincial boundaries, leading to significant economic inefficiencies,” added Davidson. “This is why the Chamber was pleased that Budget 2025 included a commitment to enhance labour mobility, improve credential recognition, and streamline regulations and red tape for businesses.”
In conversations with Manitoba businesses, they’ve shared that government needs to be a partner in their success offering meaningful support, guidance, and stability to help them adapt and thrive in this evolving environment. Businesses have called for a more robust trade strategy as they navigate the need to diversify into new markets in an effort to mitigate risks and reduce reliance on U.S. trade.
